Brief Bio


David B. Wolff is Chief of the Earth Sciences Field Support Office, Code 610.W at NASA Wallops Flight Facility. Responsible for management and operation of Global Precipitation Measurement (GPM) Ground Validation (GV); Atmospheric Topographic Mapping (ATM)/Operation Ice Bridge; IceSat2; and Atmospheric Chemistry (Ozone Soundings) projects and science efforts (Precipitation Measurement Missions (PMM), Ocean Biology, Optics). Supervise the efforts of about 40 Civil Servant and contractor scientists, technicians and administrative specialists.


I also serve as the GPM Deputy Project Scientist for Ground Validation and the GPM Ground Validation System Manager, where I manage the GPM Ground Validation infrastructure including instruments, field campaign planning and execution and also manage GV budgets and grants and steer funded GV science efforts.


I have served 33 years as Tropical Rainfall Measuring Mission (TRMM) Ground Validation manager (SSAI) and/or GPM Science Team member at NASA GSFC and NASA Wallops Flight Facility and I am the author or co-author of 60 peer-reviewed journal publications. I served as Editor of the Journal of Applied Meteorology and Climatology from 2014-2016, a member of the Science Review Board for the HOPE/EPOCH program, and Chair of the Global Hydrology Resource Center Users Working Group. 


At NASA Wallops Flight Facility I am a voting member of the Wallops Management Advisory Committee (WMaC), and the Wallops Facilities Review Committee (WFRC).

Provide oversight of instrument technical development (hardware, software) and calibration practices both at home base and when field deployed. Supervise maintenance and improvement of multi-instrument scientific measurement approaches, communications networking, and data quality control techniques. Manage complex and remote field deployment logistics including budget estimation, management and field operations of instrument systems. Provide expertise in scientific analysis of instrument data as a contribution to team publication of scientific results. Serve in PI roles for acquisition of ancillary R&D funding/business in related scientific areas as needed.

 Physical Research Scientist and Meteorologist at NASA Goddard Space Flight Center (GSFC) Wallops Flight Facility (WFF). I lead the development, operation, and field deployment of multi-frequency dual-polarimetric precipitation radars, disdrometers, rain gauge, and myriad other instruments and conduct scientific analysis of related radar and Global Precipitation Measurement (GPM) Ground Validation (GV) measurements. Served 25+ years as Tropical Rainfall Measuring Mission (TRMM) Ground Validation manager and/or GPM Science Team member at NASA GSFC and NASA Wallops Flight Facility. I am author or co-author of 35 peer-reviewed journal publications and am currently Editor of the Journal of Applied Meteorology and Climatology (2014-2016).
