Ross Bagwell is currently the Deputy Manager for the Crustal Dynamics Data Information System (CDDIS), where he has been since September 2023. He was a Principal Systems Engineer for the Earth Science Data and Information System (ESDIS) Project from 2010-2023. He was awarded the 2021 Robert H. Goddard Honor Award for Customer Service, as well as the 2021 NASA Langley Research Center Honor Award as part of the Earthdata Forum team. He is a member of the International GNSS Service and the American Geophysical Union. He has a Master's of Business Administration from the Gies College of Business at the University of Illinois at Urbana-Champaign, and he holds a B.S. in Geographical Information Systems from the University of Wisconsin-Madison.

Organize and facilitate quarterly User Working Groups and in-person meetings with domestic and international members, stakeholders, and partners. Prepare weekly reports. Lead weekly staff meetings when the Civil Servant is unavailable, addressing any questions that each team member has and aligning the work priorities of each team member to the needs of project. Prepare project monthly performance reports (MPR). Prepare quarterly reports to Civil Servants in MD, Headquarters, and various other NASA entities to which the program reports. Address emergencies as they arise, raising the alarm for relevant personnel and communicating situational reports to the Civil Servant until the emergency is resolved. Provide liaison support to the project team and Federal Task Monitor, to include weekly status of each team member assignment. Coordinate with the Federal Team Project Lead to strategically plan and monitor technical projects. Be available to mentor team members as needed, both technically and interpersonally. Facilitate and resolve any interpersonal work-related disputes amongst team members.

System development lead in designing, developing, implementing and integrating of science data processing technology for flight, in-situ and ground-based systems. Support all phases of system development for Earth science customers. Areas of expertise include data visualization, distributed systems, information fusion and the development of data analysis tools. Coordinate with the project office in managing schedules, requirements, milestones, and deliverables. Collaborate with partners in other organizations, industry, and customers to insure compliance and agreement on interfaces, requirements, deliverables, and milestones. Manage system development by implementing the technical details necessary to insure development meets technical requirements and schedule milestones, including close coordination with project members, project systems engineers, and other organizations who have a stake in the science data processing system development. Continually insure interface compatibility with other systems. Perform requirements verifications and generate critical system documents such as interface description documents and user guides. Managed NASA’s Earthdata website for 10 years, enriching the content and features since inception, including an evolution from a Drupal-based content management system (CMS) to an in-house custom-designed CMS, and a major architecture evolution involving navigation changes/updates, architecture changes, and URL updates, changes, and redirects all throughout a single transitional period without interrupting business operations.
