    Mr. Brown is currently supporting Goddard Space Flight Center’s Sciences and Exploration Directorate (SED) on a part-time basis as a consultant having retired 5/2/12 from his previous position as the Deputy Director for Planning and Business Management in the SED. The SED is a national resource for research in the Earth and Space Sciences. The Directorate plans, organizes, implements, and evaluates a broad program of scientific research, both theoretical and experimental, in the study of the Earth-Sun system, the solar system, the origins of life, and the birth and evolution of the universe. The program ranges from modeling and basic research, to flight experiment development, and to data analysis and communication of results. The SED is an organization of approximately 530 Civil Servants, of which over 400 are scientists, supported by an on-site cadre of approximately 1000 contractor and university scientists. The Directorate performs its work in partnership with colleagues in the national and international scientific communities. As a consultant, Mr. Brown is helping to manage and improve the Directorate’s overall business processes with particular emphasis on workforce management and development.

    Mr. Brown served previously as the Associate Director of the Applied Engineering and Technology Directorate at Goddard; a 1300 person Civil Servant engineering organization responsible for overseeing the technical implementation of a broad range of suborbital and orbital scientific flight programs and projects including in-house development responsibilities for some of NASA’s most successful scientific projects. His role involved facility management, new business planning, strategic workforce planning, human capital management, budget development, as well as contributing to general technical oversight of the Directorate’s programmatic activities.

    Mr. Brown started his career at NASA’s Wallops Flight Facility in 1976 after graduating with a Bachelor of Science degree in mechanical engineering from the Virginia Polytechnic Institute and State University. Mr. Brown served as the Section Head of the Planning and Design Branch within the Wallops’ management operations directorate. During this time, he taught engineering and design courses on a part-time basis for five years at the University of Maryland/Eastern Shore. In 1986, he transferred to the Goddard Greenbelt site to become the Head of the Goddard Facilities Engineering Division’s Planning Branch. In 1992, Mr. Brown became the Associate Division Chief of the Facilities Engineering Division.

    Mr. Brown has received numerous individual and group achievement awards during his career. He has received the NASA Exceptional Service Medal, the NASA Medal for Outstanding Leadership, the Goddard Exceptional Achievement Award, and the Goddard Award of Merit; Goddard’s highest recognition.

    Mr. Brown and his wife Susan live on the Chesapeake Bay in Annapolis, Maryland where they are active in the Church and enjoy canoeing, kayaking, and sailing.
