Brief Bio


As Chief of the Global Change Data Center (GCDC) since January 1993, he leads an organization of 14 civil servants, 14 university consultants and 80 contractors. Members of the GCDC staff have responsibility for development and operation of a number of large scale data and information systems. The GCMD (Global Change Master Directory), an online directory to assist researchers, policy makers, and the public in the discovery of and access to data, related services, and ancillary information relevant to global change and Earth science research. The GES DISC (Goddard Earth Sciences Data and Information Services Center): archive for NASA Precipitation and Hydrology, Atmospheric Composition and Dynamics remote sensing data; archive for products from MERRA, NLDAS and GLDAS data assimilation models; and provider of tools and services to promote easier use and usability of Earth science data and information (e.g., Giovanni, Data Quality Screening Service, Simple Subset Wizard among others). The ODPS (Ocean Data Processing System) to produce, calibrate and support inter-comparison of data products from CZCS, OCTS, SeaWiFS, MODIS, MERIS, Aquarius, VIIRS, and HICO. The PPS (Precipitation Processing System) to process, analyze, archive and support validation of data from the Global Precipitation Measurement mission, partner satellites and the Tropical Rainfall Mapping Mission mission.

From 2014 to 2016 he served as the Project Manager of the Global Change Master Directory. From 1994 to 1999 he served as Project Scientist for EOSDIS and from 2002 to 2005 he co-chaired the formulation of SEEDS (Strategic Evolution of ESE Data Systems) now the ESDSWG (Earth Science Data Systems Working Groups). He served as Project Scientist (1987-1988), for the design, development and evaluation of the Pilot Land Data System. He also served a similar role as the Goddard Earth Science point-of-contact (1982-1988) for the development of the Land Analysis System. From 1978 to 1988 he conducted research in the development of cluster analysis and pyramid-based pattern recognition techniques
